When opening files created in say inches into an imperial, (English), environment, as long as the Space units page is set up as below, then the units will convert and be the correct size. The convert units after alteration is the default, but you might want to check.

However, if you are ‘inserting’ a drawing, from INSET at the top of the page and you are needing to convert the units then there is an extra check box you need to ensure is checked the convert units, as shown below.
